Background of the Study

Conflict in Nigeria has long been a significant issue, particularly in regions with diverse ethnic and religious groups. Wukari Local Government in Taraba State has experienced a series of violent conflicts stemming from ethnic, religious, and political tensions. In response, both the state and local governments, as well as civil society organizations, have developed and implemented various conflict resolution policies and frameworks to restore peace and security. These frameworks typically involve dialogue, peacebuilding initiatives, and the strengthening of local governance structures (Ali & Tanimu, 2023). Despite these efforts, conflicts continue to recur, raising questions about the effectiveness of existing policy frameworks in addressing the root causes of violence and building sustainable peace. This study will assess the policy frameworks for conflict resolution in Wukari, focusing on their effectiveness and the challenges to their implementation.

1.2 Statement of the Problem

Although various conflict resolution policies have been introduced in Wukari, the persistence of violence and ethnic tensions suggests that these frameworks may not be fully effective. Factors such as the lack of trust between ethnic groups, insufficient resources for peacebuilding programs, and the failure to address the underlying socio-economic issues have impeded the success of these policies (Jibril & Musa, 2024). This study seeks to examine the impact of existing conflict resolution frameworks in Wukari and identify the reasons for their limited success in fostering lasting peace.

1.3 Objectives of the Study

  1. To examine the policy frameworks for conflict resolution in Wukari Local Government.

  2. To evaluate the effectiveness of these frameworks in addressing ethnic and religious conflicts in Wukari.

  3. To identify the challenges faced in implementing conflict resolution policies in Wukari and recommend strategies for improving peacebuilding efforts.

1.4 Research Questions

  1. What are the key policy frameworks for conflict resolution in Wukari Local Government?

  2. How effective have these conflict resolution frameworks been in addressing ethnic and religious conflicts in Wukari?

  3. What challenges hinder the successful implementation of conflict resolution policies in Wukari, and how can these challenges be overcome?

1.5 Research Hypotheses

  1. The policy frameworks for conflict resolution in Wukari have had a significant impact on reducing ethnic and religious violence.

  2. The conflict resolution frameworks have been less effective in addressing the root causes of conflict in Wukari.

  3. Insufficient resources, lack of local community involvement, and political interference are significant barriers to the effective implementation of conflict resolution policies in Wukari.

1.6 Significance of the Study

This study will contribute to the understanding of conflict resolution frameworks and their role in addressing ethnic and religious violence in Nigeria. The findings will inform policymakers and peacebuilding organizations on strategies for improving conflict management and promoting long-term peace in conflict-prone regions like Wukari.

1.7 Scope and Limitations of the Study

This study will focus on the conflict resolution policies in Wukari Local Government, Taraba State, and their effectiveness in managing ethnic and religious tensions. It will examine both state and community-level interventions. Limitations include difficulties in accessing sensitive conflict-related data and the potential for biased reporting by stakeholders.

1.8 Operational Definition of Terms

  • Conflict Resolution Policies: Government measures aimed at addressing and resolving conflicts, including peace talks, reconciliation efforts, and justice initiatives.

  • Ethnic and Religious Conflicts: Disputes or violence between different ethnic or religious groups, often over resources, political power, or cultural differences.

  • Peacebuilding: Efforts to create lasting peace by addressing the underlying causes of conflict and promoting cooperation among conflicting groups.
